'''Josiah''' is [[Light]]'s survey in [[Ghost Light]]. Light uses Josiah to survey life on earth for his Catalog. Josiah changes form to match the dominant species of the planet and every time he does so he leaves behind [[Husks]]. While on earth he retains the form of a victorian gentleman. Two years before the events of '''Ghost Light''', Josiah awakened in [[Light's ship]] that had landed in the celler of [[Gabriel Chase]]. He kills [[George Pritchard]] the owner of the house after he saw light's ship and he also put Inspector [[Mackenzie]] in a trance and placed him in a drawer after he was sent to find out about George's disapearence. He makes [[Lady Pritchard]] his housekeeper and her daughter, [[Gwendoline]] his ward. When Reverend [[Ernest Matthews]] comes to the house he is appaled by Josiah's theories of evoloution so Josiah feeds him bannanas and by some manner turns him into an ape.
With Light temporarily dormant, he adopted the form of a [[Victorian]] gentleman, living in the mansion called [[Gabriel Chase]] in [[Perivale]], which had a cellar in which [[Light's ship]] resided. By [[1883]], Josiah was the owner of Gabriel Chase, and with Mrs [[Pritchard (Ghost Light)|Pritchard]] and his "ward" [[Gwendoline Pritchard|Gwendoline]], servant [[Nimrod]] and house guest/prisoner [[Redvers Fenn-Cooper]], whom he trained as an assassin, presided over a distorted version of a well-to-do [[19th century]] household.
Josiah plans to revive the british empire by killing the Crowned Saxe-Coburg also known as
[[Queen Victoria]]. He hires [[Redvers Fenn-Cooper]] to do this for. When an invitation comes come to go to the palace the pair plan to go together and from there shoot the Queen. This plan is thwarted when Redvers decides to take [[Control]] instead. Josiah leaves the house using the now dispersed Light's ship.

Survey, or, as he styled himself later, Josiah Samuel Smith, was a long-lived being involved in Light's survey of ancient Earth.

Josiah changed form to match the dominant species of the planet, leaving behind still-mobile and at least partially sentient Husks.

With Light temporarily dormant, he adopted the form of a Victorian gentleman, living in the mansion called Gabriel Chase in Perivale, which had a cellar in which Light's ship resided. By 1883, Josiah was the owner of Gabriel Chase, and with Mrs Pritchard and his "ward" Gwendoline, servant Nimrod and house guest/prisoner Redvers Fenn-Cooper, whom he trained as an assassin, presided over a distorted version of a well-to-do 19th century household.

Josiah planned to take over the British Empire by having Fenn-Copper murder Queen Victoria, using an invitation to meet her that he had somehow obtained.
