In the early days of the Time Lords, he and the Executive were hired to retrieve the assassin [[Fenris]]. Alongside Time Lady [[Rema-Du]], he entered the Zone of No Return and was forced to splinter himself from one end of time to the other to retrieve Fenris. In  the ''[[Walking in Eternity (anthology)|Walking in Eternity]]'' short story ''Executive Action'' Wardog appears alongside other members of the Special Executive including Cobweb, Fascination and Zeitgeist. It is explained that the Special Executive are [[Parahuman]]s, early [[Loom]]-born experiments ordered by [[Rassilon]], who are embued with time energies which give them strange abilities. The prototypes were rejected and thus became known as 'The Bastards of Rassilon', although they continue to be used by the [[High Council]] to do the [[Time Lord]]'s dirty work. During a civil war on [[Gallifrey]] between the Loom-born and womb-born [[Gallifreyan]]s, the Special Executive departed Gallifrey leaving the two sides to battle it out.

Wardog was a dimension-travelling parahuman mercenary who led the Special Executive. He was witty, egocentric, and chauvinistic, though he had some form of morality. While humanoid, he had many canine facial features and was covered in hair.
