Ralph Fell was a scientist who worked at the Global Chemicals oil refinery at Llanfairfach. He was taken over by BOSS. (TV: The Green Death) By another account, his name was Arnold Bell. (PROSE: Doctor Who and the Green Death)
He was ordered to pump in waste to the pipe that the Third Doctor and Jo Grant to kill them. However, Elgin helped him overcome his hypnosis temporarily, and Fell shut down the waste disposal system. This caused him to collapse, but when he recovered, he went to Stevens, complaining he had a headache. BOSS then forced Fell to commit suicide by jumping off a balcony. (TV: The Green Death)
