This is NOT a companion of the Doctor with any kind of narrative background. It's just an NPC tool for the player of the game. See this forum discussion. Should be simply an entry on a List of NPCs in Worlds in Time article

Will was a human companion of the Eleventh Doctor who travelled alongside companion and other companions. He travelled to countless worlds, including Earth, Ember, and Messaline. He encountered many monsters, inlcuing Autons, Clockwork robots, and Zygons. (VG: Doctor Who: Worlds in Time)
Behind the scenes
- Unlike the controller-created companion, "Will" was an automated character designed to work with the player. He, along with Darren, Gethin, Mal, Meera, Noma, Nneka, Silas, Steven, Talia, and Camile, were already designed to be in the game.
