Josiah W. Dogbolter appeared to be a half man half frog. He ran originally ran a business known as Intra Venus Inc. Dogbolter knew of both the Fifth and Sixth Doctors.
For some unknown reason he wished to capture the Doctor. He offered a quarter of a million as a reward. Frobisher intended to hand him in and did so.
