Philip Martin (born 1938) wrote the Doctor Who stories Vengeance on Varos and Mindwarp, which he also novelised for the Target range. He also wrote the Find Your Fate book Invasion of the Ormazoids and the Target Missing Episodes novel Mission to Magnus, which would later be made into a Big Finish audio story as part of The Lost Stories range. His other contribution to the Big Finish range was the Eighth Doctor story The Creed of the Kromon.
