Minuea was a planet almost entirely covered in ocean.
History
Some time before the 21st century, Minuea was placed under the protection of the Galactic Heritage.
As sea levels rose on Minuea, the inhabitants of the land fled to the mountains, then built hundreds of huge arks laden with grain and livestock. These arks set out to find new land, but were easy prey for pirates.
Prubert Gastridge, posing as a god, shared the secret of democracy with the people of Minuea. This shaped the future of Minuea.
