Shan Shen was a planet. It has inhabited by Humans (or, at least, a near-Human species) with a Chinese culture. It was a carnival world, with the streets filled with flags, pagodas and various crowded stalls.

The Doctor took Donna Noble to Shan Shen. Donna had her fortune read by a Fortune Teller working with the Trickster's Brigade. (DW: Turn Left)

After the attempt to change history backfired, all of the writing on the planet - including that on the Doctor's TARDIS - changed into the phrase "Bad Wolf".

The look of Shan Shen is distinctly Chinese, including Chinese writing and asian-looking inhabitants. This suggests it is an Earth colony settled by China.
