::There isn't really any good reason to think that the Silence are Time Lords. Outside of the world of X-men, mutations don't give people the ability to shoot lightning from their hands, and the Mutos were never shown to have any special powers. The time lock has also never been shown to affect memory, so that wouldn't explain why the Silence are memory proof. well, for the last question, maybe being able to make a timelord would mean that they could find a way to make themselves timelords again and get rid of the stupid memory lock. the silence must be very lonely if their friends all forget them when they look away.
