A Rutan Analysis Engine was a device of Rutan design.
An analysis engine was installed in the Master's TARDIS at one time. (PROSE: The Quantum Archangel)
The Master had used the analysis engine to scan the defenses that a planet had. Presumably, this was it's original function, however, the Master might've re-engineered it.
