Freedom was a disembodied voice that Captain Pargrave heard. When Pargrave visited the Chaos Pool, she turned out to have a corporeal form. She was concerned only with stopping the Key to Time from being completed and allowing the segments to decay. She insisted that a name was unimportant, but like the Fifth Doctor, persuaded Amy and Zara to choose their own names. She chose the name Freedom. When the key was complete and the Grace came to collect it, they gave her the only freedom they would offer and promptly killed her. (BFA: The Chaos Pool)
