Baxter was chief of a Euro Sea Gas Control Rig. He sent Van Lutyens to talk to John Robson about his crew's morale, and later called to report hearing a strange heartbeat-like sound in the pipe line. His rig was surrounded and engulfed by the Weed Creature, but he was eventually rescued thanks to the Second Doctor. (DW: Fury from the Deep)
