The Red Dalek, also known as Supreme One, was in command of the New Dalek Empire in 2009.

Biography

It commanded the invasion of Earth during the War in the Medusa Cascade and reported its victory to Davros though he was only interested if The Doctor had arrived. The Supreme One stated that there was no sign of Time Lord activity and that they were beyond the Doctors reach which fascinated Davros as it sounded as a declaration of victory which was impossible as the Daleks were elevated above emotion. (DW: The Stolen Earth)

Once it's forces detected the Doctor's TARDIS, the Supreme One ordered it to be encased in a time prison which allowed it to be captured as it was depowered. The craft was transported to the Crucible where the Supreme One demanded that the Doctor and his companions emerge from their craft. When the door to the TARDIS closed trapping Donna Noble, the Doctor told the Supreme One to release her but the red Dalek stated it was not his action and that it was likely Time Lord trickery.

He commanded his forces to dump the TARDIS into the core of the Crucible in order to destroy it. As it disintegrated, the Supreme One asked the Doctor if he felt anger and that if emotions made one stronger then surely the Daleks had now empowered the Doctor even more so in a mocking manner. Captain Jack Harkness then attacked the Supreme One with a pistol which did not harm the Dalek leader who used his energy weapon to kill the Human. he then ordered the Doctor and Rose Tyler to be taken to Davros to serve as his playthings.

The Doctor discovers in his meeting with Davros that the creator of the Daleks was not the master of the New Dalek Empire but the Supreme One was in charge. After being created, the Daleks turned on their creator who made an arrangment with them where he would ensure their domination of the universe. This was to be done through the use of a Reality bomb which would be powered by the 27 planetary engine configuration of the captured worlds in the Medusa Cascade in conjunction with the Crucible's energy source. This would bring about the destruction of all existence except for the Daleks leaving them to be the masters of the universe.

The Supreme One then recieved the transmission from Martha Jones who threatened to destroy Earth with the Orstehagen key thus preventing the Daleks from completing their goal. The Daleks then used a Transmat to capture the Human. However, the arrival of Donna Noble and a second Doctor brought ruin to their plan as the reality bomb did not activate. A furious Supreme One entered the Vault where he angrily stated that Davros betrayed the Daleks to which an innocent Davros said it was Dalek Caan. Attempting to exterminate all the intruders, the Supreme One was killed by one of the Doctors companion who used a charged energy weapon to penetrate the Dalek casing. (DW: Journey's End)
