Harvey was a stranded crew member of the Alaska spaceship. Shortly after the ship crashed, Harvey went out and froze to death, with the cold perfectly preserving his body and the nanocloud converting his corpse into a Dalek puppet. A year later, he showed the Doctor and Amy to his ship. His crew were supposedly alive, but were found dead upon re-entering the Alaska, and, while initially shocked, Harvey eventually remembered that he, too, was dead. At this point, his Dalek programming became active, ad he attacked the Doctor and his companions, only to be fended off by a fire extinguisher and locked inside a storage space.
