Hart was a member of the rebel forces against General Mariah Learman's government. He was concerned about returning William Shakespeare to the nation. When the Daleks began changing history, his memories of Shakespeare were lost. He was later exterminated by the Daleks during the rebels' attack on the nuclear reactor at Learman's palace.
