Lady Panibri was a criminal and a member of the Hijackers agency in the city of Cornucopia. She was an associate of Granny Solasta.
Along with Granny Solasta and her other partners in crime, Panibri wanted to turn the city into a crime state. With the help of the Eleventh Doctor and Rory Williams, she travelled to the Bank of Heaven. however, the Doctor turned the associates against each other by using their greed for money against them, leading to a shootout, and Panibri was shot dead by Brother Traybe during the shootout.
