The cloaked figure was an individual who planned to change the Doctor's personal timeline, by removing the friends he held dear. (COMIC: Prisoners of Time)
Appearance
In both appearance and dress, the cloaked figure closely resembled the decaying version of the Master. (TV: The Deadly Assassin) He wore a black cloak with a hood, his hands were brown and swollen, and he wore what appeared to be a golden sash. (COMIC: Prisoners of Time)
