On 1 November, 1930, due to the onset of the Great Depression, New York City's Central Park housed one of several tent cities called Hooverville, inhabited by the unemployed and homeless. The Cult of Skaro, having escaped to this year from the Battle of Canary Wharf, began abducting people in hopes of creating a Dalek-human hybrid and reviving the Dalek race.
