Barry was a warder at the prison in which the Master was being held.

He attended a briefing describing the Master's recent escape attempt. When the Master was chained up, Barry and the other warders saw him shake like he was having a fit, but it stopped. His behaviour seemed to have improved so they let him have some new books from the prison library.
