Dave Oswald was Ellie Oswald's husband and Clara Oswald's father. He met Ellie in 1981, after a leaf hit his face and she saved him from being crushed by a car. They fell in love, married, and had a baby called Clara. They lived together until Ellie's death, in 2005. (TV: The Rings of Akhaten)
Years later, he spoke to the Eleventh Doctor on the telephone while Clara was sleeping. He was very cross with the British government. The Doctor wrote several pages of notes on that. (TV: The Bells of Saint John)
