Thaleks were a powerful race that existed in an alternative timeline in which the Doctor never left Gallifrey. They conquered half of Mutter's Spiral with the weapons that they had devised. It was shown that they were occupied by Thal mutants rather than Kaleds. Unlike the Daleks from the DWU timeline, they had morals and emotions. Their casing was seen to be made of the metal that would have been used by the Thals to make the neutronic missile in the proper timeline. They also were capable of teleportation due to transmat systems wired in their casings. Some of them were even capable of falling in love, as one Thalek was devoted to a woman who resembled a Thal.
