Half-Man, half frog Josiah W. Dogbolter was a ruthless capitalist of mysterious origins and the owner of Intra-Venus, Inc.. On a number of occasions, he employed quirky mercenaries in various attempts to capture the Doctor's TARDIS, which he saw as a way to make even more money.

Profile

As head of Intra-Venus, he actually owned the planets Venus, Mars and Jupiter, among other worlds, including the mining world Celeste. A loyal robot named Hob assisted him in his financial decisions. Mistaking the Doctor and his companion Gus for rebel leaders, he learned of the TARDIS. Thinking that "time equals money" and that therefore a time machine would create money for him, he employed the Moderator to locate it for him. The Moderator fatally shot Gus, despite which the Doctor rescued the Moderator, ensuring that he got on life support. Dogbolter, however, ensured that Hob disconnected the Moderator from life support, so that he died. (DWM: The Moderator).

Offering a quarter of a million mazumas for a reward, he employed the Whifferdill private detective Arkan Taklu, to look for the Doctor, who by this time had regenerated. The Doctor and Taklu developed an alliance instead. Dogbolter ordered the Doctor to be put under heavy securiy but with the help of Taklu, both escaped with the money. (DWM: The Shape Shifter) Taklu then adopted the shape of a penguin and started to call himself Frobisher. (DWM: Voyager)

Later, by which time he had regenerated into another incarnation, Dogbolter set Death's Head after the Doctor.
