Benjamin Franklin was an American scientist from Earth during the 18th century, who discovered static electricity. The Doctor once claimed to have met Franklin and worked with him the night he discovered static electricity. He also claimed that he got rope burns from his kite, got soaked, and then got electrocuted. (DW: Smith and Jones)
