Mathieu Vivier was a man who came from Belgium and helped Martha Jones during the Year That Never Was.
He first met her in a town that was being attacked by the Master's new government and took her to a refugee camp, where she was taken to safety. He told Martha about Brigadier Erik Calvin, an ex-UNIT officer and the son of Alistair Gordon Lethbridge-Stewart. (PROSE: The Story of Martha)
