A Level 2 planet was a designation used by Galactic Law in reference to certain worlds, with the implication that it referred to relatively primitive planets. It derived from an application of socioenergetics.

Behind the scenes
Romana stated that Bartholomew's Planetary Gazetteer noted that the planet Ribos had a protected Class 3 society. (TV: The Ribos Operation) As Ribos was a medieval-era planet, it is entirely possible that Class 3 societies exist of Type 2 planets.
