Psionospheres were planetary computers created by the Makers.
The Psionospheres were created to "create consensual realities" to allow minds to interconnect. Maya, one of the last surviving Psionospheres, believed that their purpose was to help the races of the universe love each other. The Fifth Doctor saw their purpose as cultural colonialism.
