Veln was a planet surrounded by dyestrial pollution. Most Velns couldn't breathe the atmosphere for a prolonged time without a pollution mask. The pollution, which gave the planet's population genetic deformities, stemmed from an accident involving the TARDIS and a Koteem ship.
