The Chief Officer of Varos was in league with Sil to have the Governor of Varos replaced with one who would agree to keep the prices of Zeiton-7 low. He tried to have the Sixth Doctor killed, but he and Quillam were themselves killed by deadly vines in the Punishment Dome. (TV: Vengeance on Varos)
