Totally speculative but what if.....
'The Doctor' stands accused of 'crimes against reality' and has to stand trial to prove that erasing him entirely from history would be a worse crime than absolving his actions as guiltless. The doctor obviously is the only being that can face that question and pass judgement. If John Hurt's doctor represents the 'Oncoming Storm' finally facing his inner demons then he might literally demand for silence before the court and opening the proceedings by asking the accused to swear an oath of honesty and to confirm aloud for the record his true name and identity...
