The reason they are so astonishingly similar to the Gallifreyan race is because the Gallifreyan form represents the basic way that evolution most likely takes for the dominant mammalian race on an average Gallifrey-like planet under the influence of the Gallifreyan morphic resonance and the humanoid races similar but not identical to Gallifreyans developed under very specific and usually unique environmental conditions. The majority of the non-humanoid sentient races developed in environments where two legs, two arms and a head would have been a positive handicap. | |||
