The Hoothi worlds were the planets of the Mutter's Spiral controlled by the Hoothi, possibly including the homeworlds of other species the Hoothi used as farms. Following interference by the Hoothi that affected their plans for another world, the Time Lords sent an ambassador to the Hoothi worlds who was absorbed into their consciousness. After launching an attack on Gallifrey and being fought back, the Time Lords planned to time loop the worlds. Before this could be done, however, the Hoothi had vanished. (AUDIO: Love and War)
