The Castellan was a Time Lord politician at the time of the Fifth Doctor's incarnation. He was responsible for security matters for Gallifrey and answered to President Borusa. However Borusa was evil and had dispatched the first five incarnations of the Doctor into the Gallifrey Death Zone. Borusa framed the Castellan using Dark Time Lord arts and objects, resulting in the Castellan's arrest. Just after he was arrested, he tried to escape but was shot by guards. (DW: The Five Doctors).
