Anita Scammell was the secretary of the Director-General of the BBC.
Anita, along with most of Earth's population, was addicted to the television programme Surrender, Earthlings!. She was unaware that the programme was part of an invasion attempt by an alien species known as the Xyz. When she saw the Fifth Doctor in the DG's office, she thought he was the traitor she had seen on the programme. She tried to gather a mob that would kill the Doctor, but they were so caught up in their hysteria they didn't notice the Doctor when they passed him. Anita, and the rest of the humans, suffered withdrawal symptoms after the Doctor and Nyssa stopped the transmission of the programme. (PROSE: Not So Much a Programme, More a Way of Life)
