The office foreman was the official in charge of the trade caravan charged with transporting the baggage of Marco Polo's party, including the TARDIS, to Shang-Tu. He arrived at the office of the way station at Cheng-Ting with his authorisation to collect the TARDIS, only to discover that Wang-Lo had already been tricked into handing it over to Kuiju.
