The Black Archive was a vault maintained by UNIT.

Which functioned as a depository of everything that shouldn't exist on Earth but did anyway. It contained numerous spacecraft and the Tunguska Scroll which UNIT had recovered in 1972. (SJA: Enemy of the Bane)
