In the ribos operation, the white guardian says the key to time is required to restore balance as every so often the universe becomes unbalanced.  However, I'm sure balanced wasn't restored. In the Armageddon factor, the doctor scattered the key to time before either the white or black guardians could get it. So the white guardian never had the chance to stop the universe and restore balance. Is this why there is so much evil still in the universe? I think the entire following season with an emphasis on entropy, culminating in "Logopolis" did an effective job in exploring the consequences of what happens when you neglect to properly reboot the universe.
Either that, or it was all a hoax & the 4th Doctor never saw the White Guardian.

In the ribos operation, the white guardian says the key to time is required to restore balance as every so often the universe becomes unbalanced. However, I'm sure balanced wasn't restored. In the Armageddon factor, the doctor scattered the key to time before either the white or black guardians could get it.
