This article states that the Skaro Degradations were retro-evolutions of the Daleks engineered by the Daleks experimenting on their own genome. However, while I've only read the first few pages of 'Engines of War' (courtesy of the preview of Amazon), it indicates there that the Degradations are possible alternate evolutions of the Daleks originating from alternate timelines created by the Time Lords' temporal interference in the Daleks' development.
