We can't really comment on the state of affairs on Gallifrey at all as we simply don't know enough about the society and its hierarchy and how they work. I think it's safe to imagine ,however, that if the Time Lords were able to leave via the painting they would have done so by now. Afterall they're not staying there for the fun of it. The Zygons were able to leave as they were not native to the painting and put themselves in it with the express purpose of leaving later.
