Michael "Mike" Smith was a sergeant in the Royal Air Force under Group Captain Gilmore. He was extremely racist and a member of a fascist organisation known as the Association.
During the Shoreditch Incident, Smith was working as an informant for George Ratcliffe. He had a romantic interest in Ace. He knew some of the Daleks' plans on Earth at the time and that they were seeking the Hand of Omega. Over the course of the Seventh Doctor's investigations, Smith was outed as an informant.
