Charlie Nisbett and his brother Eddie were criminals in the Uva Beta Uva system. Xais contacted them to get them to help her take over the Rock of Judgement. In exchange, she told them she would give them a cut of the profits from the belzite she would be mining on Planet Eleven. But she really wanted to mine helicon so she could create an army to destroy the "Normals" she blamed for killing her people.
