The Mutant Daleks were created by Professor Martez.

He used human tissue to create them, first from corpses, then from living people. When the original Daleks were made aware of the mutants existence, they saw them as a threat to the purity of their race. They diverted an asteroid to Red Rocket Rising to destroy them, then came themselves to kill any that survived. (AUDIO: Blood of the Daleks)
