George Hibbert was the Managing Director of Auto Plastics. He fell under the control of the Nestene Channing, who used his company to manufacture Autons. He struggled to break free of their control and attempted to destroy the factory machinery, but Channing had him killed by an Auton. (DW: Spearhead from Space)

C19 took Hibbert's body and kept it in the Vault. (MA: The Scales of Injustice)

It's unclear how C19 was able to do this, as Hibbert's body had been vaporised.
