:*Douglas Adams, was an atheist, he script edited, put stuff in like Oolon Coluphid's origin of the universe, the Doctor says "he should have asked someone who was there". (Okay that states that the Doctor saw the origins of the universe, and would again in ''[[Castrovalva (TV story)]]'', but hardly proof).
:*The whole Nelly is an elephant thing at the end of the story. (I'm reminded vaguely of the whole 'teapot orbiting the sun thing, belief vs fact etc. (Again you'd need to do some intuitive hurdling to get from there somewhere else, and if anything because Davros believes in Nelly being pink (or whatever) wouldn't that make him a believer?)
:*Davros and the Doctor are both scientists (there are plenty of scientists who also believe in something or whatever). Davros (I think speaks of evolution, though again that doesn't mean he's an atheist, nor should it be taken as an admission that he is).

Atheist?
