Neeloc was an outsider at the academy, he spent most of his time with Taylor Addison, a human, Galadina, a Warpsmith of Phiadon, and B'arech a Monan. He wanted to follow in the footsteps of the Doctor. He was interested in Leela's lessons. (AUDIO: Insurgency)
