Domitian was a robot. They observed the Eighth Doctor and Lucie Miller arriving on their spacestation. They told Probus and Macrinus about it. He was concerned with protocol. They thought that Lucie wasn't a human because she was female. They sacrificed their life in order to make sure that the Doctor and Lucie could get to the reset switch. (AUDIO: The Cannibalists)
