Prisoner 428 was an alias given to the Twelfth Doctor whilst he was imprisoned in the Prison, under surveillance from the Governor. Despite informing others in the prison that his name was "the Doctor", he was still referred to by the number 428 as prisoners weren't technically allowed names. (PROSE: The Blood Cell)
