Monsieur Parmentier was a toy manufacturer and supporter of the Bolsheviks.
The Recruiter sent some of its recruits to persuade Parmentier to sell specially designed teddy bears. He was told they would be used to transport children to be educated in socialist philosophy to further the Bolshevik Revolution.
