Besnik Lucca was the most dangerous criminal in all of Cardiff, if not Wales, in the early 21st century.
Lucca was born in the mid-1960s in Latvia. However, he left the country as soon as possible to seek asylum in the United Kingdom due to having enemies in Latvia.
Physically, he was tanned and muscular, with dark hair. He used his looks to attract younger women. He always dressed in a crisp linen shirt and an Armani suit and drove a Porsche. He was a great fan of the classical composer Wagner as he felt a kindredship with him through his escape from Latvia.
Cardiff Police had been trying to pin something on him for ages including robbery, extortion, prostitution, pornography and murder, however he was never convicted.
According to a rumour he had once deep-fried a man's testicles.
In 2008 he financed the construction of SkyPoint, a high-tech apartment building, and took up residence in the penthouse suite. He installed a security camera network throughout the building so that he could spot any intruders well before they got to him.
Shortly after this, a young foot-soldier of his tried to swindle him by cutting flour into his cocaine shipments. Lucca took swift revenge by killing the boy.
He sent aliens in through the wall to capture the tenants so that he could conduct experiments on them. At one point, he captured Owen Harper and Toshiko Sato. (TWN: SkyPoint)
