General Charles Oscar Etienne was a member of the Haitian military.

When the Seventh Doctor, Ace and Bernice Summerfield arrived in Haiti in 1915, they were brought to Etienne for questioning. The Doctor convinced him they were British secret agents and they were released.

When President Sam realised the people were turning against him, he ordered Etienne to execute everyone in prison as a lesson, which the General eagerly carried out.

After Bobo's troops take over the Presidential Palace, Etienne fled to the Doctor's hotel room to exact revenge. However, he was killed by a snake planted there by Carrefour. (PROSE: White Darkness)
