IDEA (or the International Drug Enforcement Agency) was an organisation founded and run by Hank Harrigan. Its headquarters were in the King Building in New York City, in the former offices of the Butler Institute.
Ostensibly it was to fight drug traffic on Earth, but Harrigan used it as a source of income. (PROSE: Warlock)
